Heavy steering on my Mk3 Vr6 Golf.

I have just recently bought a 1994 four door Mk3 VR6 . Ita a great carbut the steering is really heavy. It takes a real workout steering in the city. The steering makes a slight scrubbing noise when you turn the wheel more than 50 % either way. Could it be the oil in the steering pump...? Or these cars dont have power steering...?

What should i check & what could i do to make the steering easy to turn...?

is the car dropped at all???
