1999 windstar electrical probably pats

I have a 1999 Ford Windstar with about 200 K miles. The engine and transmission have been doing fine. For no known reason, the SSP1, SSP2 and probably SSP3 and 4 relays were all activated which turned on most of the lights and the engine would not start. My son noted that fuse #9 had blown. To get back home, he replaced the fuse with a larger fuse. This allowed him to get home, but noted that smoke was coming out of the cluster. The instrument cluster has a board piggy-backed on top of it, my guess a passiveanti-theft module. This board had the burnt place. I traced one end of the burnt place back to a pink wire that I think has something to do with the rear window defogger. If I buy a new cluster, the new cluster will not match the chip in my keys. I may still have the short that caused the cluster to fail. Is there anyway I can disable the passive anti-theft devices? At this point I am not concerned with someone stealing my van. I hate to junk a comfortable van with a perfectly good motor and transmission because of some wiring problem. I also hate to have to rewire the van. I saw something on the internet about pin #26 or 16 of the forward control module, but I haven't since been able to fine the website. Any suggestions? RM
