2003 SXT Fog Light Replacement - HELP!

I'm attempting to replace the driver's side fog light bulb on my 2003 Neon SXT and have been unable to remove the housing to replace the bulb. On the passenger's side I just remove the screw above the housing cover and the housing pops out allowing me to remove and replace the bulb. However, when I do so on the driver's side, I cannot get the housing to pop out. What am I missing????
