please help me! 95 civic ex

I just bought a 95 civic ex..i was told it had 133,000 miles and vtec...the valve cover says vtec, but i dont feel or hear a difference in shifting when i hit 4500 to 5500 rpm like i was told..And the title says 205,000 miles but odometer reads 133,000...I thought they swapped motors but am now thinkin maybe they jus changed the v/c and headers and changed the odometer..is this possible? was wondering if the D16z6 all come with vtec? I dont know how to tell if i was ripped off or not...Also there is a small highpitch humming noise when i hit 3500 rpm, would this be the vtec? and there is oil comeing from the left side of the engine? any ideas...please help.
