Slow filling up

Got a question...I have an 03 Grand Caravan 3.3 liter. When I go to put gas in it, the gas pump will keep clicking off. Takes forever to fill the tank. I have no obstructions in the fill neck and the vent tube that connects to the fill neck breathes free. It will let the first five bucks fill in no problem then the pressure builds and will keep clicking the pump off unless I wait. Then I can put another five bucks in till it clicks again. I know there is an evap system on this van, can it be something with that? No check engine lights or anything. All hose connections look good. Any help would be great. Thank you.

it could be a plugged vent or line.. i never saw this happen but i've changed a lot of gas tanks to fix this problem

Are the rollover valves for the vent tubes replaceable or does the whole tank need to be replaced? Am I supposed to hear a hiss noise when I remove the gas cap to fill up? Because I dont.
