P0720 - speed sensor code

I have a 2000 dakota that is not shifting right. It rev's high and won't shift in gear until it kicks into default. I've searched the threads and saw other's have this problem but no resolutions were posted.

First where is the speed sensor and second has anyone determined the cause if it's not the sensor.
