Location of P71 chip in 1998 police interceptor?

I have a '98 Crown Vic purchased at auction ~4 yrs. ago. It still has the separation barrier, police radio, PA/siren, light bar and wig-wags hooked up and you can still see the outlines where the word 'police' and the 'shield' where on the doors and trunk (the only things I can tell that are missing are the shotgun rack, dash-cam, radar and police laptop). It was used by a small town police department and doesn't have OD or cruise control. The motor is the P71 model but I haven't been able to locate the P71 'chip'. I have another 2000 Crown Vic P71 to compare it with and it's chip is located in the engine compartment on the left hand wheel well. Where is the P71 chip located on the 1998???

The "chip" is inside the PCM. It is the parameters that Ford sets tet sensors to make it the P71. I don't know what you think is a "chip", but it is not what you think it is.
