Convertable top help '64 impala

I recently bought a 64 impala car is in primo shape been in storage for the last 15 years. Anyways the power top will bring it down but it will not pull it back up I have to pull the top up about half way then the power top will take over. I figure it has something to do with the hydralic fluid but I have never messed with a convertable and really can't go down and get a repair manual for this. So I need to know how to check the fluid to see if it is low or maybe you guys have had this problem before. If there is a link to the info I need that would be great. If not just tell me what to do. I am very profecient in automobile repair just need a direction to go.

You need a shop manual for this car, there are many sources for them. The fluid is in the hydro pump, r/s top mechanism in the top well, I believe.
