92 D21 fuel? or no fuel? Can't tell!

After reading through 14 pages of threads with similar problems and trying several of those suggestions we still have nothing. Only more questions. This is the 2.4L 4 cylinder TBI model. When cranking on the engine, we smell fuel, can see fuel in the bottom of the throttle body, but still the plugs are dry. We pulled the block plugs(one each for each injector) and the holes look pretty nasty. Gooey and black. We are getting a lot of blow-back through the throttle body. Is it possible that there is some kind of blockage between the injectors and the cylinders? How can we check? Any suggestions would be greatly appreciated!!! We are ready to just put a match in the tank and call it GOOD!!!!
