2010 Formula One Season: Refuelling banned?

guys, who's you're champion this coming formula one season? i've read in wiki that there are some changes in the rules like refuelling is banned?

any reactions to that?

I am not able to understand how can any of the vehicle will able to complete the race with reduced fuel. Did they considering the reduction in laps? And race will lose the excitement when someone is going to refuel can someone overtake him.
