Fuel test & ecm location

i had fuel pressure test and compression test done both checked out fine car will not accelerate over 2000 rpm at wot (pedal is floored) mechanic said it has to be electrical problem/ecm or clogged exhaust i want to know what anybody who reads this thinks or any suggestion i have replaced tps, fuel pump/fuel filter optispark plugs and wires cleaned egr where is ecm located on 94 caprice 4.3l v8 vin=w

The ECM is in a plastic enclosure under the air filter.

Are there any trouble codes/check engine light on?

Have you tested the ignition coil (front of left head)?

the check engine light is not on i jumped the terminals just to be sure and there was no flashes and no i have not checked the coil UDPDATE=NOW I HAVE CHECKED THE COIL EVEYTHING HAS SPARK
