Slow speed shudder

Sad story and will try to make is short. Slight grinding noise coming from right front and was able to see side cap of bearing floating around. Ordered hub assembly online and had local shop install.
Sounds simple right? Now have noticeable shudder in steering when on very slow speed turn(forward or reverse) Ok with higher speed turns and straight driving at any speed.
There is also a noticeable "whine" coming from front area when parked and brakes are applied.
Absolutely no shudder there before, nothing.
Crap hub I bought or is there something they screwed up.
Thats as short as it gets

What year is your Explorer and is it 2WD, 4WD, or AWD?

First thing I'd suggest checking for the shudder is to make sure the lugnuts are properly torqued. They certainly would have also had the brake rotor off to do the bearing so if the wheel is torqued, pull the wheel and the brake rotor to make sure there isn't some debris between the rotor had and the hub. That could set up a wicked pulsation. Also, they may have manually turned the steering when working on the hub, so you might just have air trapped in the power steering which needs to be bled out. That wouldn't explain why the whine occurs only when the brakes are applied, but a "whine" is often associated with power steering noises.

Sorry, kinda stupid of me. It' a 2000 XLT 4 wheel drive.

The steering isn't something I would have thought of.
In addition the tires were rotated and the one now on the left front was a pain for the shop to even get close to balancing OK. Don't thinks this impacts as it is only noticeable at raelly low turn speeds.
