1996 2.2 heater

The heater on my 1996 2.2 only works on the highest two settings why is this

99% of the time it's the blower motor resistor, rarely the switch can go bad and not give power to the resistor below/above a certain level. Check that you have voltage to the resistor on all the wires (except the ground), if you do, the resistor is bad.
