Brake lights do not turn off. 91' Lumina

I could really use some help here. I noticed the brake lights weren't working so i checked the fuse, and it was blown. I replaced it and now the brake lights will not turn off (figure thats why the fuse blew in the first place). They stay on even when the car is off with the key removed.
It was late so i started to check the tail lamp switch at the pedal, but it has no wires. It has a hose, so im a little lost..... Can anyone give me some insight? Please!?!?
