How to fix a "p1694" code?????

I need to know the fix for this code (P1694)......it is really all I have to go by. My "Haynes" book did not mention it. And yes it is the correct book. Any help would be greatly appreciated. Thanks.

99 Jeep Cherokee, 4.0L, 4WD, nearing 150,000 miles.

The CPS is not even a year old. The scanner read "no engine bus" or something similar.

Also my starter chatters like a card flapping in the spokes of a bike when I try to start it,and the starter is not even a year old. It only starts when I jump it as well, but once I turn it off....right back to the "card in the spokes"!

The starter issue sounds like low voltage to the starter. We've seen this caused by a bad battery, or even corrosion inside the insulation of the positive battery cable. Check the battery with a load tester (most auto part chains will do it free) and the cable by cutting back the insulation up to about 10" from the battery.
