Windshield Wipers stay in up position when switched off.

I had the wiper motor on my 1998 venture replaced 3 weeks ago because the wiper would only work on high speed. Everything has worked fine but now I have a new problem. When I Iurn off my wipers they come to rest in an up position pointing toward the roof. All speeds work perfectly and there are no other problems. It only happens when I turn them off. Any ideas? or any ideas how to get them to come to rest under the hood.

Thanks for your help. I gave it a good dosing of liquid wrench and wipers will now park.
