Check engine light and starting (95 Cirrus)

Some of the time when I turn the key the check engine light will not light up with all the other lights on the dash. When it doesn't light up the engine will crank but not start. When it does light up the engine starts fine. So I always know the car is not going to start when the check engine light doesn't come on. I can drive it to work then get in it at the end of the day and have this problem. I have had to leave it at work before and the next day it will start right up. It doesn't do it all the time or even in a pattern.
Have any of you had the same problem? Have you found a fix? My brother and I thought the engine may not be grounded well so we added a grounding strap but that didn't fix it. We are wondering if something has a loose connection but haven't found one yet. Thanks for any help you can give.
