That tool is not required unless you have loosened or removed the camshaft pulley bolt (to replace a leaking oil seal for instance), if they were never loosened then the cam is aligned with the pully from the factory, you only need to align the dot on the pulley face in between the 2 marks on the timing belt case (it would be the 12 oclock position in the pulley dots) with the crankshaft pully marker lined up with the arrow mark on the timing belt case.
