Cool Transmission Relay

Finally got my truck started. Have given it an overhaul I think. It has so much power now. Was feeling good. WOW!!! #@!*! The damn thing died again. The tranny relay is clicking again, along with the speed control servo. It will not start. It will run for a little bit if I pull the tranny relay. Don't want to go anywhere though. Have replaced the relay and checked under the PDC. Everything was fine, still looked new. My wiring diagram doesn't trace out the relay path extensively enough. Any ideas?

I would check bat + / - cable real close. how is the battery voltage?

I bought a brand new battery and new battery clamps. My voltage on the dash reads way lower than it should. I have charged it to full according to the charger and unhook it when not working on it.
