Cool Bog Down

I own a 2000 Trans-Am and have added a couple of things and now notice a possible bog down in power.

I added a K&N Cold Air Intake and a Diablosport 'Predator' chip. It seems to me that on the low end I am not pulling like I was prior to the installation of these 2 items. There's more noise, that's for sure, but there seems to be a lack of any additional power. Could this be due to the car pulling in more air than it can release? I still have factory exhaust...and yes, I am considering swapping that out as well. Any suggestions on that while we're at it? Is there some other trouble shooting I should try first?

One more thing...I am having the rear end rebuilt soon, does anyone know how deep I can go with the gears without suffering? I was considering 3:73 or 3:83. Any advice would be greatly appreciated. The car is not a track car and probably never will be so please, don't recommend a Ford 9 inch rear end with 4:10 gears.
