engine dies

my 93 98 will die when coming to a stop without the accelerator depressed but starts right up. why?

Lots of possibilies here, stuck egr, carboned up throttle body, dirty/sticking/defective iac. No quick answer for this online.

My friends car is doing the exact same thing but its a 91. Her car is also throwing the code 31. I tried searching for the trouble codes but I have not been able to find the list yet. Any idea on where I can find this code information? Thank you for any help.
