92 civic sputtering problems

I have a 92 civic new plugs, wire rotor cap, distributor, O2 sensor, yet it still sputters at low RMP's in any gear. Once it catches up it is fine. Any one know what it could be. I was thinking bad wire but that would be a consitent problem not at low rpm's only. Thanks
