92 diesel information request

First let me say that I am posting this for a friend who owns a 92 C2500 with a diesel engine.
This truck has been setting for almost 10 years. About 5 years ago it was used to pull a trailer about 500 miles and it has not moved since. At that time he said the truck ran fine.
My friend just bought a 5th wheel trailer and wants to use this truck to pull the trailer. He had the truck towed to his mechanic who amazingly was able to get it started. The mechanic reports that he left it idle for an hour and it never quit smoking. He has not checked compression but states from his experience a diesel that smokes like this has bad compression.
I know nothing about diesel engines but I do know that many smoke and I was just wondering if anyone has an opinion on the smoking.
I told my friend to have his mechanic change the oil and all the filters and add some fresh fuel to see if anything changes.
I would appreciate any suggestions or thoughts on this matter.

Proper testing.
The first thing to check is to unplug the vacuum line on the valve in the Intake manifold.
