New bulbs will be brighter but if your lenses aren't clear then you won't notice much of a difference. There are kits available to polish the lenses but I use rubbing compound and then some polishing compound to clean lenses. Some people use various grits of sandpaper. Go to the first page of the Tech Help thread (at the top of the first page of the forum) and look for CamaroSSboy346's post about cleaning yellow headlights.
