700-R4 possible delayed downshift?

My 1992 G30 van has occasionally been doing something strange when sitting at a traffic light. When stopped, after about 10 to 15 seconds you occasionally feel a slight movement in the drivetrain as if the vehicle was just put in gear. The brakes are tight and it does not move but has the feeling that it was just placed in drive. Is this a delayed downshift? Have never experienced this before. Engine is the 5.7. Trans is the 700R4.

What MPH are your up shifts on a normal take off?

Upshifts occur at about 15 and 30 mph, depending on throttle position.

A couple of days ago the trans quit on me. It lost forward and reverse. I'll have to pull it and get it rebuilt. I will tell them to inspect the governor.
