Ignition Problems

On top of my IAC valve problems I was having, now I'm working a new problem. My 90 camaro 350 TPI Iroc won't start with the key. I have a hot wire running to the starter to start it. The key has to be in the on posistion to start but when you turn the key to start it you get nothing. I have replaced the Electronic ignition module under the dash and the ignition lock and key cylinder. What's next? VATS??

Start enable relay (VATS relay). Should be located under the driver's side kick panel.

Does the relay have any markings on it? Can you tell me where exactly under the dash it is or anything that make it more identifiable?

Not under the dash, behind the kick panel at your left heel. There should be 2 relays there, one should be the horn relay and the other VATS.
