engine won't rev over 4000 RPM
I have a used 2005 F-150 , 4.9 v8 and I was going to see how fast it would go and it tops out at 97 MPH. And I reved up the engine and it stops at 4000 rpm. Is this normal ?

Yes this IS normal. That means the governor is still working.
