'98 Voyager Wiper Problems

I have a 98 voyager with about 92k on it. The problem with my wipers is that then do not wipe evenly. They will leave areas on windshield that barely gets wiped or gets wiped unevenly. I've changed wiper blades many times with no luck.

Additionally I cannot set the wipers on any other setting but high. If I set it to it's lowest intermittent setting it wipes only once and then shuts off. It's either I turn it off then back on again or have it on high all the time.

If it were me I would try the cheapest fixes first...there are 2 relays in the fuse box under the hood that control the wipers, one is a low speed and one high speed. They are identical and you could try switching them and see if now you have low speed. They run about $10. It could be the wiper control itself which runs $80 or so, or it might be the BCM Body Control Module which runs even more.

Regarding the smearing... If you have changed to new wipers and they don't make a difference have you tried cleaning you windshield with a good solvent? try some turpentine on a rag...you could use gasoline but it's a lot more flamable..clean a small section and see if the wipers work better in that spot.
