Help Needed on 1986 Cabriolet Horn Problem

Hello VW Gurus
I got an 86 cabriolet and the horn will not honk. I replaced the horn wiper spring that goes to terminal 71 (the old one was cut through from years of rubbing) and I replaced the horn relay up under the dash. Now if I turn the ignition on I can make the horn work when I go from the horn spring to ground BUT not from the horn spring to the steering wheel post. My horn buttons on the steering wheel looks like it wants to complete the circuit to the steering wheel post. This is baffling me.

Another weird thing is when ignition is off the steering wheel post read 0.0 Ohms to any ground. when I turn ignition on I get 47kOhms. WTF

If anyone has had this particular problem I would be grateful to learn.
