i have tried to turn it right and its not budgeing and the tie rod is very rusty got some wd-40 and sprayed on there but it still won't work i can get it to turn either way!! please help!!

Here's a recent thread. The key is HEAT if its really seized & I'm not talking propane torch heat. I'm talking enuff heat that the metal in the area is fully (right thru) a bright orange color.
Should be normal counterclockwise to unscrew.

Hey, I feel for ya! Mine was the same. Get some Map gas on it. I heated mine for over 5 minutes before it began to budge. Better yet, try acetylene if you have access to it.

Just did a rack & pinion on 94 Transport. Tie rod ends unscrewed easily after breaking them from the nut. Could not unscrew the nut without a lot of heat, (used oxy accety).

You're lucky. I got my jam nut off, but the tie rod end was fused. Heat baby, heat!
