1994 Cavalier RS

My 94 Cavalier has lost almost all of its braking power. It's holding brake fluid, but the pedal must be forced to the floor to get any stopping power. Can I assume that the master cylinder needs replaced?

Does it have power brakes (normally)? Have you checked for vacuum to the power brake booster?

It does have power brakes, and no I haven't checked for vacuum to the booster.
