95 heater valve operation question

95 Voyager 3.3 engine 212,000 miles

I know that the heater hose contol valve is controlled by vacuum from the heat control lever.

My question is:

When the lever in the vehicle is set at full heat the heater hose control valve should be at wide open mode. Is the valve at wide open mode when the lever is set to the middle or does the valve adjust to the setting of the lever? (Example = heater control lever at middle, the heater hose valve should be half way open.)

I am thinking the heater hose valve has only 2 settings:
lever all the way to the left = valve closed so coolant does not pass thru heater core.

Lever to the middle or complete right position the valve is wide open.

Am I thinking correctly?

IIRC valve is open unless a/c system is in recirc mode.
