98 sierra repeating ect code and no cold start

My wifes truck has quit starting when it is colder outside.
It triped a po118 code a few weeks ago, so I replaced the ECT on the intake manifold and it didn't solve the problem of the service engine soon light. I read and the erased the code after replacing the ect and it just comes right back a few seconds after the truck starts. ( on the rare occasion that it does start)
Fuel pressure, key turned on, pump running it is about 62, after the pump stops key on, pressure reads 54ish.
The truck has new plugs, wires, fuel filter, airfilter, fuel pump is a replacement from Napa about 2 years ago. Sales guy said it was the same one GM would sell me. Made by Delphi?
Any help is really appreciated.

If you are still getting a code for ECT, it could be a bad ground for the ECT or the pigtail is bad.
