2000 Neon - fuse problem - indicators/radio/dome

Suddenly one day radio went dead while drivng. Then indicator stopped working right after. Checked fuses under hood/sig.lght fuse(15amp), int.lght fuse(15amp) both blown. Also interior fuse box/radio fuse(10amp) blown
New fuses intstalled, blown again. Keep on blowing. Had 2 x's diagnostics done, and nothing comes up. With new fuses, the signal lights can be heard thru the radio speakers. Where to start???????

Dont forget that the grounding (negative) part of the circuits are just as important as the stuff running to the postive post of the battery. Look for corroded or loose ground wires - under the hood, located all around the motor and tranny, and inside the car. There may be quite a few. Bad grounds is the only thing I can think of that might make the speakers pick up the signal lights working.
