96 integra need help no start issue

hello i have a 96 acura integra that will not start when cranking it pops through the intake 1c or twice then just cranks.i checked coil resitance checked ok so does the igniter has good spark all 4 plugs when cranking.has fuel just cranking it one or two times the plugs fuel foul (soaked) all 4plugs.checked compression 175 all 4cylinders.timing belt lines up perfect all 3 marks crank and both cams.tested the crank sensor had 1.9 ohms the book says 1.6-3.2omhs so thats ok.it has everything it needs to run but will not run or start if anyone has any ideas or suggestions please let me know thank you 1996 acura integra 1.8dohc vtec 5spd trans thanks
