91 Tercel Harmonic Balancer question

I damaged the single belt harmonic balancer when removing it and all I can find locally is a double belt harmonic balancer.

Can I use the harmonic balancer with the 2 pulleys? I assume the outer pulley would be for power steering if I had it.
