'99 7.3 Cold starting problems

I have a 99 f250 w/ 7.3 diesel. Won't start when cold w/o ether. Checked solinoid - ok, Unplugged wiring harnesses to expose glow plug connectors. Test light between hot side of battery and all 4 glow plugs show hot/good. Any suggestions?

i been telling people to put a block heater in the one's that wont start in this cold weather. and there not hard to install. have you tried putting sea foam in your tank or tanks?

Mine has a block heater and when it's in the mid 20's to 30's it works ok. If it gets to 20 or below that don't even help.

well then i just wander if you need fuel pump because it sounds like it's frezzing up or not enough pressure? how long has it been since you changed fuel filter or filters?
