91 olds 98 no start ?

i have a 91 olds 98 with a no start meanig the starter doesnt spin when the igniton switch is turned.the battery is charged and the starter works when you jump the solenoid.i have no power at the solenoid wire when the key is in the start position.the fuses are good and the wiring is intact.
i think it may be the factory anti theft or the ignition switch
any ideas?

got the problem solved it was the anti theft switch i bypassed it and it starts fine
