Brake issue???

I have a '96 that the brakes are extremly firm when pressed but not much happens. There is a noise that sounds like "air" leaking by my feet. The back brakes tend to do most of the work. When its slippery out the set off the ABS and it doesn't really want to stop at all. What could it be? Brake booster? Any help would be greatly appreciated.

I`d be looking at booster or vaccuum hose . also have the rears cleaned up and adjusted. front might as well be serviced too.

If you press the brakes and most of the braking comes from the rear or is it just that the brakes feel weak? I had a rust leak in my brake line that reduced my braking power. Check for fluid leak. One front and the diagonal rear wheel brake work togeather from one end of the master cylinder. The same thing for the other front and diagonal rear brake.This is a bit of a safety feature when your old line rusts through.
