Speedo why off, 99 Blazer 4x4

My speedo is off by about 13 mph, what could cause this? Need help. Thx

A little more info to start with.
What all has been done to it?
Dirfferent tires?
Is the mileage showing right or both speed and mileage off?

Which way is it off?
