turn signal and hazard relay

i have a 95 grand am gt 5 speed. i need to replace my signal and hazard relay but cannot find an easy way to get to it. it appears to be way up under the dash behind the fuse box. i can get my fingers on it but cant pull it. anyone have any ideas.

i took most of the lower dash out and still no luck.

It should be left of the steering column, within reach.

Sorry about that I hav to right feet today. lol

mine has a placic panel right there that is reveted in. do i need to drill the rivets out?

The panel is removed in that picture.
It should not be riveted on... maybe its been altered
It should just be held on with one clip maybe a couple screws on the lower part that goes under the dash toward the floor.
