99 cougar tail lights

I have a 99 cougar the tail lights dont work. I have changed the bulbs and checked all fuses. The headlights, blinkers, hazards, and brake lights all work. I have noticed the light above the license plate dont work. Does anyone have any ideas.

Check with Ford. There was a recall on the brake lights. Its the wiring harness under the brake peddle.
