P0402 Code Now Will Not Start 2000 Blazer

Happy Holidays everyone. I had my check engine light come on for the first time two days ago. The P0402 code came up. I jus got a chance to get back and start looking in to the possible issue and the vehicle will not turn over at all. Sounds like it is not getting gas. I have recently had the fuel pump replaced and new cat. converter. Any thing with the code and not starting now ring a bell ??? My vehicle is a 2000 Blazer with 178,000 miles on it. Thx
