Sequential Turn Signals for a '96 Cobra

A guy I work with wants to get these, but he doesn't want to splice into the wires. Is there a plug and play one out there, or is there no other way to get them?

Have you tried eBay? I've seen them for various vehicles, including Mustangs out there. Try entering "sequential taillight kits" in the search box on eBay.
