99 cavalier key fob programming

i have a 99 chev cavalier i know that to program the fob you have to jump the 2 connectors in the trunk, but as soon as i jump them, all the doors and the trunk cycle, is this normal because i have tried holding the lock and unlock button for up to a minute and still nothing works, i have tried 2 diff fobs that should work on this vehicle
