Driver side door lock 1989 LX

Just purchased this vehicle and don't know any history. The crome ring/cylinder cover is missing on the driver's side door lock. The cylinder is visable. The ignition key will go into the cylinder but will not turn and therefore will not lock or unlock the vehicle. Before I take off the door panel and remove the cylinder for rekeying, thought I would ask if the chrome ring/cylinder cover have to be in place for the ignition key and cylinder to work correctly. It would be just like Honda to have designed the mechanism (cylinder) to fail if the ring/cover are not in their proper position - sort of an anti-theft effort.

Regardless, a ring/cover will have to be located and installed. How are they removed from an exiting vehicle?
