95 civic,with TEC dist.no spark,help

I got a 95 civic with 1.5 engine with no spark...all I did was do a tune-up,cap ,rotor,plugs and now no spark.I even put the old parts back in to see if I got bad parts...same prob. So the Haynes manual said to check coil,I did,all within spec. so now I think it might be the ICM.It has power going to it,but still no spark..think it's the ICM? and if so where do I find a cheap one...thanks any help is appreciated..

so,I replaced the ICM and guess what? no spark still..all fuses are good so where do I go from here?How can I tell if the PCM is bad?...thanks for lookin
