Advice neede for a dashboard
I need some tips and/or techniques to paint my EVO V dashboard. First I painted it with semi-gloss black (TS-29).
I would like to add gloss black on some region and also flat black.   After that I need some tips on how to paint the very small details properly, So it could look like that:   (Those pics are not from me I found them at http://membres.lycos.fr/maquette41/nouvellepage2.htm) I really need to improve my skills, so any suggestion is welcome Thanks

A steady hand, a expensive brush (better hairs on the bristle), and small amounts of acrylic paint are your best bet for dash detailing.

Hey that unattatched Peugeot dash isn't from the website you mentioned, it's from mine
 A lot of the areas on the dash, probably all the parts Tamiya have called for Semi-gloss balck are carbon fibre. So if you want to be really accurate you could apply some CF decal. Painting the top of the dash flat black you'd probably best mask and spray it. That will achieve a far smoother and more consistant finish than brush painting. All the small details are best done as suggested by others with a good fine brush or maybe a toothpick. One tip to get the coloured switches nice and bright is to first paint them white, then when dry paint the final colour. This makes colours like red, yellow or green stand out much better, works kind of like an undercoat.

However, in this case the type used on the Evo dash is more of a series of parallel lines than a bunch is dots, so the mesh wouldn't be exactly right. Don't let that stop you giving it a try, might look good. If you can't decal it the semigloss back would be the way to go for pure authenticity, since from a distance most CF looks like solid black anyway.

To paint the top of the dash you could get some masking tape and make a "seal" over where you dont want the flat black paint to go.
