4x4 not working

1994 3/4ton 454 7.3 ext cab long box 180,000 miles

4x4 is not working in low or high ahhhhhhhhhhhhhhhhhhh we are getting about 6 inches of snow today and I don't have any sand bags in the back, just like driving on ice. crap.

Last year during the winter it took about a minute to engage 4x4 in cold weather. What things can I check? What is likely the problem. My dome light doesn't work either, I replaced the bulb no dice, I open up both doors and the dome doesn't work, also the cruse is not working. I am not sure if there is a tie in with these components. I check the 20 amp and 25 amp fuse and they are good. I assume the 4x4 is electronic engagment.

Is there anyway I can manually put this truck into four wheel drive? Can I take apart this ACTUATOR and manually put it into 4x4?
