99 Cherokee - Odd Electrical Problems

I am having some strange electrical problems with my '99 Cherokee. Here are the symptoms:

Radio won't work.
Brake light on dash stays on.
Airbag light on dash stays on.
Power windows won't work.
Turn signals won't work.
Heard a grinding noise when I tried to shift.

This will happen when the engine has been shut off and then when I come back out and start it up again. What's really strange is that usually you can turn off the engine, and then restart it, and everything works again.

The Jeep website says there are no recall service items pending on my vehicle. (I was thinking that maybe the airbag module recall #860 might have had something to do with it, but apparently either the previous owner had the work done or my Cherokee was built after 6/30/1999.)

Maybe it has to do with poor electrical connections in the dash? (Noticed there were several posts in this forum related to that when I searched on "airbag light.")
